im not seeing anything any chance of some screen shots
If you don't see anything, then you can't change it. It will be brighter between being plugged in and unplugged to save battery life.

wait its a dell right? look in the task bar, icons by the clock. there should be a quick set thing there that lets u adjust stuff as well on mine it looks like a GS double click that and it takes u to the power management wizard, from there u go to power schemes i believe.
or
Start/Programs/Dell Quickset
Edit* might also be battery Icon

its a good idea to keep it that way to save you battery when it's not plugged in. next to the hd the screen takes the most juice to run.

The screen dims to save batt. like everyone else says, but most laptops don't enable you to change the settings to not dim, becasue the batt. would drain like a bathtub with a manhole!
