it really depends game by game but unless it states it can be changed into english you should avoid buying, you could ask liksang or something.

Most Jap games can be easily figured out because it has some English text in them, but for this type game it might be kind of hard.

It's usually the Puzzle, Fighting, Action games that are easier to get into.

I'm highly doubting that, the only time I've ever seen that on an Import DS game had an english option was Gyatuken Saiban for DS, which was scheduled for USA release anyway, so that's why they bothered doing English.
